Beaver Creek Combined Sewer Overflow

The Beaver Creek Clean River Project, was put in place to dramatically enhance water quality in the Hudson River. The project is hailed as the most impactful environmental endeavor by the City of Albany Water Department in decades. The facility has the capacity to screen and disinfect up to 300 million gallons annually of sewage overflow from the Beaver Creek line, a major contributor to pollution in the Hudson, while also mitigating flooding risks. This will improve the city’s overall quality of life as well as the Hudson Rivers ecological system.

April 2026 Proposed UDO Amendment

These proposed changes intend to resolve procedural issues in the current UDO that have caused delays, uncertainty, and overlapping authority between boards. At the same time, these changes strengthen Saratoga Springs’ preservation framework by clarifying the approval standards applicable to the Historic District and distinguish them from the design standards intended for the Architectural District and our gateways. We believe the changes in this amendment create a more transparent and enforceable process that prioritizes protection of the City’s historic character and improves the predictability of the review process for property owners and applicants.
